Portugal’s ICT sector is entering a new phase of international growth, with increasing relevance as a technology hub and nearshoring destination for European companies.
The newly released Portugal ICT Study 2026–2030, developed by the German Outsourcing Association in cooperation with 99x Portugal, provides insights into the development, competitiveness and international positioning of Portugal’s ICT services sector, as well as the opportunities the country offers as a location for technology and digital services.
With the sector already contributing close to 10% of Portugal’s GDP and expected to reach €16.6 billion in revenue by 2028, the study highlights the country’s growing role in the European digital economy. Portuguese ICT companies are also becoming increasingly international, with 73% exporting their services and Germany being their largest export market.
This strong relationship between Portugal and Germany deserves particular attention. For German companies and businesses from other European markets, Portugal combines skilled talent, geographical and cultural proximity, integration into the European market and an increasingly international technology ecosystem. At the same time, the German market represents an important growth opportunity for Portuguese technology companies.
